It is rather easy.

Dubai Police Headquarters is located opposite Al Mullah Plaza.
First visit any Authorized Typing center who have a application printed and filled in. Costs AED 100/-

Visit Police Headquarters, Police Clearance center, near Emirates Bank Branch. The approach is a little tricky right now due to diversions but you could get there from the main entrance and ask directions from the Cops there.

Submit the application and pay fees. You get the Clearance certificate within three days.
