Planning to go to Dubai would mean you going first to the Dubai consulate as this is the best place you can get most updated information about Dubai and what requirements you will need so that you can go visit the place.

If you are going there for business, usually your company will take care of talking with the consulate.

However, they still may require you to make an appearance to get visa for your trip.

But if you are going there for a vacation as a tourist you would need to be the one to apply for a visa.
